issues, such as environmental protection, anti-terrorism and the reconstruction of the world financial o

rder. To solve these problems, we need global participation and cooperation, and China should play a constructive role.

These problems are also common challenges facing China and the US. Both Chi

na and the US should take their responsibilities. The two countries are mo

re likely to cooperate on these issues which could be the basis for building mutual trust.

An unexpected dilemma is brewing in the Philippines. Since the start of the presidency of Rodrigo Dutert

e, a marked warming of bilateral ties has stoked Chinese firms’ enthusiasm for investing in the Southeast Asian country. In 2018,

China’s outbound investment in the Philippines rose by more than 8,000 percent from a year earlier.

With the Belt and Road Initiative (BRI), China hopes to shore up economic cooperation and let count

ries and regions along the routes share the dividends of China’s growth. Most countries don’t want to miss the o

pportunity, the Philippines being no exception. If the Philippine government bans Chinese companies from buying the s

hipyard from its current South Korean owner, it will hit Chinese people’s enthusiasm for investing in the country.

However, the explosive growth of investment has triggered concern over China’s increasing presence in the Pacific r

egion. The mass migration of Chinese to Southeast Asia has a long history, and anti-Chinese sentiment has been floating in

those countries. An increased Chinese presence will perhaps intensify anti-Chinese sentiment and complicate the issue.

German Chancellor Angela Merkel expressed the hope on Febru

that China should be involved in international disarmament efforts. “We would of course be glad if such talks were held not j

ust between the United States, Europe and Russia but also with China,” said Merkel at the 55th Munich Security Conference.

Her remarks were clearly directed against Washington and Moscow’s withdrawal from the Intermediate-Range Nuclear Forces (INF) Treaty.

Yang Jiechi, a member of the Political Bureau of the Communist Party of China Central Committee,

who was also present at the conference, reiterated that “we [China] are opposed to the multilateralization of INF.”

The INF treaty concerns Europe and Germany’s interests. The US took the lead in abandoning INF, resulting in the collapse of the arms control system.

It is understandable that Berlin is anxious, but Merkel’s hasty call for Beijing is rath

er inappropriate. Her words disrespect China’s interests and wishes, and objectively encourage Washington to quit irresponsibly.

Washington alleged that INF failed because Moscow did not

ply with INF and Beijing was not bound by the treaty. These were its main excuses for the withdrawal.

Germany believes that the more countries involved in INF, the better. However, ma

ny European countries can never understand the security risks and the urgency to strengthen national defense in other regions.

The INF Treaty was signed by the US and the Soviet Union. It was a compromise bet

ween the two superpowers with the same level of military power to ease their confrontations.

Although China is now much stronger than it was in the past, its nuclear power and compreh

ensive military strength are far from being equal to those of the US and conducting negotiations on an equal footing.

The Europeans are clear that the US withdrawal from the INF Treaty is part of its America First agenda and an abandonment of its international obligations.

At the Munich security conference, Merkel and European countries criticized recent US security policies. But on the issue of the

INF treaty, Merkel snubbed China to serve US interests, reflecting the selfishness of Germans and some Europeans.

oint news conference Friday to announce the five names approved by the IAU on Feb 4.

The landing site of the Chang’e 4 probe is named Statio Tianhe, and three annular pits around the landing site are called Zhin

yu, Hegu and Tianjin. The central peak in the Von Karman Crater is referred to as Mons Tai.

The five places are clearly shown on high-resolution images based on data from the Chang’e 2 and Chang’e 4 missions.

China’s Chang’e 4 probe, launched on Dec 8, landed on the Von Kar

man Crater in the South Pole-Aitken Basin on the far side of the moon on Jan 3.

Tianhe, another name for the galaxy in ancient China, implies that th

e Chang’e 4 probe served as a pioneer in the history of human lunar exploration.

According to Ministry of Commerce data released Thursday, the country has attracted 84.18 bil

lion yuan ($12.41 billion) in FDI in the first month of 2019, up 4.8 percent year-on-year.

Foreign capital flowing to the country’s high-tech service sector in January has mo

re than doubled compared to the same period in 2018, reaching 15.77 billion yuan.

The total FDI used in the manufacturing industry has also climbed by 5 percent y

ear-on-year, totaling 26.7 billion yuan. The service sector has used 56.2 billion yu

an in FDI, up 5.1 percent, and the high-tech industry has seen a 40.9 percent yearly growth of FDI used.

China’s development is now more focused on the quality of economic growth, including

spreading its benefits to all citizens irrespective of their life circumstances. This emphasis aligns well wi

th the 2030 Sustainable Development Agenda of leaving no one behind, and putting the furthest behind first.

However, without greater attention to the collection, disaggregation and utilization of data

on key aspects of population trends, this quest will be more difficult to accomplish.

Developing sound social and economic policies and making smart infrastr

ucture investments require a full understanding of the key features of the population at ev

ery level-its size, gender and spatial distribution, and age structure-now and in the future.

Stock markets in China edged up on Tuesday as market sentiment was partly boosted by the news about the upcoming Bay Area blueprint.

The benchmark Shanghai Composite Index rose 0.68 percent to close at 2,671.89

points, while the Shenzhen Component Index closed 1.15 percent higher at 8,010.07 points.

Gains were seen across Greater Bay Area-related sectors.

Kaisa Group, which owns lots of land in the bay area, surged 3.5 percent, while Shen

zhen International Holdings and Shenzhen Invest both notched healthy increases.
